I see the possibilities to show a message to anyone who is enrolled in group 1 and/or group2, but how to address students not yet enrolled?

If you make the condition and select the group category instead of the group 1 or 2 then they have to be in either group

The casus is: we have a module which is visible for (restricted to) students enrolled in either group 1,2 or 3. Students who are not yet member of any group don't see the topic and do not know what they're missing. We want to make a topic to tell them to go to their teacher and have themselves enrolled. When they are enrolled this topic should disappear.

You might consider a module. You can set the module description to give them the directions they need for picking a group (self-enrollment) or see the teacher. Then inside that module could be an assignment which is released for those in a group category.
