Hi @Andrew Kwai​ - At present Brightspace doesn't have a configuration variable/setting that will enable the HTML Editor by default. I'd suggest putting in a Product Idea Exchange item to solicit the interest on this item and our Product Management team can scope this into our plan of record based on feedback.

As a workaround - create a written response quiz question with the HTML editor option enabled, then use Save and Copy so that your next question will inherit all the settings. This process can be repeated if you need to create several WR questions with the HTML editor enabled.
