We feel your pain! I reached out to support about this, as it also happens to students when submitting discussions and assignments as well (at least in our environment). It was logged by D2L support as a known issue and I was told it's related to having the Ally Integration enabled. Hoping to see a fix soon - no estimate on the date though.

How long ago did you log it? We've used Ally for many semesters now and this has only come up for us the past week.

Yeah, it randomly started happening recently. We first received a report of this bug from students over the weekend. Here is the info I have:
Defect: 01528099 > HTML Editor (WYSIWYG) > 20.21.10.32920 > HTML editor automatically opens "Full Screen" when editing/creating when Blackboard Ally integration is enabled. https://community.brightspace.com/s/article/01528099?t=1637155811153
