Can the form fields on the "Edit My User Profile" page be edited/removed?

Also, can these profiles be made public for certain roles?

  Yes the fields that show up on the profile can be changed.

  In the Admin Widget go into the Form Elements tool.

  Then go into the UserProfile settings at the bottom of the list on the left.
