Hi @Andra Floyd - The short answer question is meant to match text, not numbers. However - the short answer question should be versatile enough to accomplish your goal.
When you're describing using "spaces between consecutive values as well as commas", I'm not entirely sure, but it sounds like you're actually creating a single "mega answer" instead of multiple small matching answers.
I quickly replicated the scenario in our question editor with numerical input (1-20) and it seemed to correctly mark my input.
To avoid doing a LOT of excessive typing - I tried using the Regular Expressions marking type for Short Answers. (more info about regular Expressions). I used the regular expression "^([1-3]?[0-9]?[0-9]?|400)$" (without the quotes) to match numbers 1-400. By specifying an answer this way, I was able to avoid having to type 400 separate answers - but to be honest, Short Answer really is better suited to text answers.
Finally - when you're looking to collect numerical data from students, it's best to use a question type designed for numbers. I used the arithmetic question type to generate a question that will accept input between 0-400 by specifying an answer of 200+/-200 - it's not quite the exact 1-400 range, but this question type will be much more robust in being able to deal with numerical input.
