Assistant admin suddenly can't access the Bulk User Management screen?

My assistant admin suddenly can't access the Bulk User Management screen. He can see the Bulk User Management tab, but when he clicks it, he gets the error message below. Any guesses on how we can fix it? We haven't changed his permissions since last week. I (the main admin) can access the tool, but when I impersonate him, I also get the same error. In the Users tool, he has at least the following checkboxes selected: Create a User in the DatabaseSee the User Management toolImport Users from this Organization

Thank you for contacting us via Brightspace Community!.
We have identified this issue as an ongoing defect where the Bulk User Management page throws an internal error for some users.
We do have a workaround for this defect, may I suggest you open a ticket with us to fix this issue for you.

@Jeff Peters they were able to fix it for me via a ticket. Since it seems to be intermittent, it's probably worth doing the same on your end.
