Why aren't my students auto-enrolling in sections?

I set up a course to have sections, but I just noticed that new students aren't being enrolled in sections. (Yesterday there were 11 students not enrolled in a section, and today there are 13, and I recognize some of the names from yesterday's list.)
As you can see, my section properties are set up to auto-enroll new students.
