Mastery view across courses

Am I right in understanding that while it is possible to set up Program Level Learning outcomes, it is not possible to view a student's achievement against those Standards across several courses?
My use case is that one of our courses has a set of competencies that each student needs to achieve in order to receive professional body accreditation. These need to be signed off by an instructor at some point during their degree program. So some competencies will be signed off in each module across the program.
I was hoping to see a program level equivalent of the mastery gradebook view, am I right in thinking that this is a gap in the platform?
