Does QuickEval support anonymous user names?

As per Quick Eval Shows Student Name On Anonymous Assignment, "To make submissions anonymous in Quick Eval, you must remove permissions for 'See First name', 'See last name', and 'See username' in the User Information Privacy screen. However, changing these permissions impacts all tools globally."
Our "Exam Reviewer" role:
- Has access to Quick Eval
- Does NOT have permissions to the items listed in the User Information Privacy screen.
When they click on Quick Eval, they can see user names.
Is this a bug? Or are there other permissions that need to be changed?
