Does Brightspace switch files depending on the language pack?

For example, there are 2 HTML files topic_1_en.html & topic_1_cn.html. Can I setup Brightspace to use topic_1_cn.html when the user uses a Chinese language pack?
We have been duplicating Course Offerings to accommodate different languages. Instead of managing multiple CO's, we would like to have one CO that offers multiple languages.
