Is there a way to recommend potential next courses?

Is there a tool or recommended external tool to be able to suggest certifications to learners based on their role, searches, or recently completed courses (like the Netflix recommendations algorithm)? I'm happy to submit a PIE if needed.
Our courses are all optional. They don't have start/end dates. Users can self-enroll at any time.
Recommendations based on:
- Employee role - Learning paths could work for this (but we don't necessarily want to enroll users in the courses... Just recommend them)
- Recently completed courses - Not sure how this would word?
- Searches in Discover tool - maybe there's a way to populate the Discover tool with a search term from within a course?
