How to reset student quizzes

As faculty, one very common situation I have is students who do not complete their tests/quizzes because of some technical problem. They tell me things like their computer froze up (lots with Win 8) or their connection went out etc. It is often hard to determine if these cases are fictional but that brings up the problem of resetting the student's quizzes and sometimes extending deadlines. How does one do these things?
