Good Morning Sergii,
Sorry about the confusion in getting your API application. you do not need to use the keytool in order to register apps for this instnace. In particular you should be reviewing the content of the developer course which should help guide you along the process. You can find the API request form here --> https://partners.brightspace.com/d2l/le/content/6638/viewContent/239854/View
For context, this instance is managed by myself and the partners team. So we manage making the API apps for our partners inside of it. For typical instance (like live production) our customers can use the Manage Extensbility tool to create API apps. In either case, you dont need to use keytool. We have a nice little article to help point users in the right direction --> https://community.brightspace.com/s/article/New-App-Registration-Process-Easy-and-Instant
Hope that helps!

Thanks for your answer, I have sent you an API request.
One more clarification. In API request I have specified trusted url as an url to our external staging server. As far as I understand we'll not be able to use our Vagrant Virtual PC because it is inaccessible from the outside, am I right?
