Can the download feature be disabled in Content?

You must go to Roles and Permissions and disable the following permissions from the Content tool:

Compile and Download Content
Download Content Topics

By removing these permissions, learners will not be able to see the Download button.
This solution requires an administrator to update roles and permissions and is not configurable on a course by course basis.
